Customs Declaration and Clearance Agency

Customs inspection services

Commodity inspection, officially termed "commodity inspection" and also known as "import-export commodity inspection", is a service provided by state-established inspection agencies or government-registered independent institutions. These entities conduct inspections and certifications of imported/export goods regarding quality, specifications, hygiene, safety, and quantity, issuing official certificates. The primary objective is to protect the legitimate rights of all parties in foreign trade, ensure compliance with national laws, technical standards, and contractual requirements, while safeguarding national economic security, consumer interests, and maintaining fair international trade practices.

When conducting business, Pengsou Logistics strictly follows the four key stages of China's import and export commodity inspection. First, accepting the inspection application. When foreign trade partners apply for inspection to the commodity inspection agency cooperating with Pengsou Logistics, they need to fill out the "Inspection Application Form" and submit the signed purchase contract, transaction samples, and other necessary documents. Pengsou Logistics will assist clients in preparing all relevant materials to ensure the smooth initiation of the inspection process.

Next comes the sampling phase. After the commodity inspection agency accepts the inspection request, Pengsou Logistics will promptly dispatch personnel to the goods storage site for on-site sampling. Following standardized procedures and predetermined ratios, samples are collected from various sections of the cargo to represent the entire batch's quality for testing purposes, ensuring both representativeness and accuracy of the samples.

During the inspection phase, Pengsou Logistics collaborates with commercial inspection agencies to thoroughly evaluate declared testing items and define inspection scopes. The agencies meticulously review contractual specifications regarding quality standards, product dimensions, and packaging requirements, establish clear inspection criteria, and determine appropriate methodologies. Comprehensive testing is conducted using various analytical approaches including instrumental analysis, physical testing, sensory evaluation, and microbiological analysis. Pengsou Logistics maintains full-process supervision to ensure rigorous compliance with inspection protocols.

The final stage involves certificate issuance. For export operations, all listed commodities in the commodity classification list shall obtain an export release document upon passing commodity inspection. Where contracts or letters of credit require inspection certification, or when foreign clients demand inspection certificates, the required documents shall be issued in accordance with regulations. For non-certification exports, only export release documents shall be issued. Regarding imports, inspected goods shall receive either an "Inspection Status Notification" or "Certificate of Inspection" for international settlements or claims. Pengsou Logistics will promptly deliver these certificates to clients, ensuring seamless trade operations.

In addition, Pengsou Logistics also attaches importance to the supervision and management of commercial inspection, implements inspection and control of import and export commodities, and conducts supervision and inspection on the inspection of import and export commodities of relevant units, so as to ensure the quality of export commodities and prevent the import of inferior commodities.
